Support Retail and Services Businesses

On March 12, Governor Tim Walz announced a positive turning of the dial measures to allow for loosening of COVID-19 restrictions. This includes:
- No occupancy limits for salons and barbers but physical distancing and masking are required.
- Gyms, fitness centers, and pools may now operate at 50 percent capacity; physical distancing and masking are required.
- Venues, celebrations, and receptions are open to 50 percent capacity with 250 people maximum. Starting April 1, larger venues will add additional capacity. Please see for more information here related to those guidelines.
Rochester is a tight-knit community and are there for one another through thick and thin. The RDA is gathering ways of supporting downtown businesses while observing government recommendations and responses to COVID-19/coronavirus. When in-person shopping or frequenting businesses is not possible, please consult the list below for businesses offering gift cards and/or online services in Rochester.
